While cleansing the government of corrupt people should be sustained, such process must also be reinforced with tougher and sustainable measures. The only way to limit if not eliminate crookedness in public institution is to severe ties with the personnel concerned without impunity.
If the Philippine government is thinking that the path towards reforming the system is moving along fine, it is greatly mistaken. There is a huge element to be pointed out here. The removal of unscrupulous civil servants does not guarantee that corruption is gradually being eliminated.
What the sitting administration does not fully comprehend points to its cluelessness with regards to the rotten structure of this country’s governing approach. Time and again, guilty officials get off the hook through a couple of pretty much useless alternatives.
One, they are transferred to another office or agency. It is not surprising for the general public to immediately come to its conclusion that a move to remove an erring public servant from a current post is done only to ease off all those disruptive outcries.
Nothing much is achieved if a cabinet secretary, for instance, gets booted out and finds a new spot to continue working on. The idea here is pretty much a job replacement. It is difficult to fathom how this official can be effective in a new post. The same thing can be said about those deviant cops or customs people.
Everyone can agree that eliminating corruption will be no easy feat. If the entire country is dead serious in straightening out things inside the government, the appropriate thing to do is to dismiss all these deceitful people. Ending their tenure and their capacity to hold office in the future should be the right approach.
If booting out amoral civil servants becomes a problem, amending laws that support their status must be done. Civil Service directives and other related regulations are in place for a reason but if such regulations impede this nation’s principled and upright governance, reforms need to be pursued no matter what.
Second, erring public officials resign to escape the heat. Although they are prosecuted for the harm they’ve done, nothing much have come into fruition with regards to their cases. The fact that the charges aimed at them have gone unnoticed or even unattended only encourages others to become corrupt when given the chance to serve in the government.
With all these in mind, eliminating fraudulent or disreputable acts of governance should lean on total termination of service and benefits. While painful for those who have been around for a considerably longer period of time, the only way to rid the Philippine system of shady dealings is to eliminate the comforts and luxuries being enjoyed by crooked individuals.
Combatting corruption needs to be sustained. For the approach to be effective, a no-nonsense process needs to be instituted. It is not enough to pursue the people involved. Crippling them for life, while somewhat brutal, must be done if only to keep everyone realize how difficult it is to vault the Philippines out of its long-term miseries.
